You have the benefit if seeing it in hand, but my thought would be leave it in the slab it's in. I'm in the camp that it's been cleaned up a bit and you might catch the next grader in an uncompromising mood. ( I'm a little disgusted, I just got an Anacs submission back with a couple labeled cleaned...one looks like plenty of original skin to me, and one only under a very bright light can I see a hairlined spot...you never know.)
Sorry, no. If you buy a lot of coins that look like this, you will have a collection of coins in “details” holders. It’s been cleaned. But don’t feel too bad. I have seen a couple of coins like this get CAC stickers.
I would prefer a coin like the OP’s over a “crusty”, heavily tarnished circulated piece with “original skin”. I may be speaking heresy, but I’m sure I’m in good company, as otherwise we wouldn’t be seeing such coins in problem free holders with CAC stickers. The line between “properly” and “improperly” cleaned is gray, and often depends on the series and time period. I let the TPG’s make that determination for me as I only buy straight graded coins.
