In being as fair and unbiased as I can be, I do agree with this. In what I have read and seen, grading is subjective to what is available. After all, that is how grading came to be about in the first place. There is such an abundance of Morgan Dollars, it is more appropriate to be critical of minor distractions than of Flowing Hair or Draped Bust Dollars to which there is very limited supply. Grading of coins by a TPG is, by design, a method to determine market acceptability of a coin at a given grade. Economics would lead you to the conclusion that the tighter the supply, the more willing the market would be to accept a blemish. Would you agree with this observation?
Within reasonable boundaries (which I think the TPGs/CAC push at times), yes. Moreover, I don't find the blemish on your coin to be distracting, and especially not at the VF grade level. The coin obviously circulated more than 200 years ago, and I expect it to look circulated and have acquired some blemishes. If we were talking about a gem BU example, then I might feel differently.
