On this very forum we regularly have people asking is this or that coin should be submitted, and most of the time it would be a complete waste of time and money because the end "value" simply isn't there. A coin, any coin, is what it is inside or outside of a slab; the slab doesn't change what the coin is, so the only thing submitting can (not will) do is add to it. If the holder adds little to nothing (liquidity, etc) to it, it's simply not worth it. If you're unable to take/post better photos of the coin, please do consult whatever dealer you were planning to submit through before deciding to do so.
