If this is truly the case, and some of the weak areas are due to uneven wear, then I will agree that ANACS got it right. I just know as an amateur myself it would be incredibly hard for me to grade a coin that has both uneven wear AND an unevenly weak strike, and be able to distinguish between the two on the same coin.
