If your images are accurate, I'm a bit shocked that it didn't get a RB. Not to mention the old green holder, I think it would be worth a shot to resubmit it. A little history of the coin for those of you who don't know. It was the first coin produced by the US using the now familiar bronze composition used in regular issues starting in 1864. As far as the design goes, it was identical to the cent of 1863 except for the fact that it has a medal alignment. Although a fairly large number for a pattern, there are only about one hundred known specimens.
I'd like to resubmit it for a grade, but i'm not a dealer, and i haven't otherwise joined PCGS. I'm happy to pay for it all though. Any suggestions about how to resubmit the coin to them?
If you have any local dealers that are friendly with you, I'm sure they wouldn't mind sending it in for you. Otherwise you can join the ANA and get a free submission to NGC.
