(Print runs like this are known in several different series, where many thousands of consecutive bills all have the same mismatch. There's a batch of 1957 silver certificates where one serial number is A..A and the other is Q..A, for example.) The fact that nobody's ever heard of this F..*/F..L mismatch before makes me suspect that something's not right here, especially given how well-studied web notes are.
