Hmm. It looks Nabataean but there are several obverses with that style of portrait, each supposedly having an obverse portrait of the person in power at the time: Aretas IV, Rabel II, Obodas III, etc. Seems like there is a similar-looking Seleukid bronze too. After consulting my Magic 8 Ball, I'm going to guess Aretas IV .
