This is a recent find from change. The serial number reads the same either right side up or upside down.

I think you'd have to clarify what you mean, because I'm not understanding. The OP's note fits the bill (pun intended) for rotator serial number because it's the exact same number when it's rotated. PMG specifically discusses that 6s and 9s can be used to create a rotator serial, which this note does. I think it's extra cool that it uses 6s and 9s instead of boring 0s, 8s and 1s.

Then someone in that other thread had this serial number which, when turned upside down not only reads exactly backwards, but also repeats 0609/0609 6090/6090 The serial number of this OP, when turned upside down also reads exactly backwards and is flipped as you say, but it also seems to me to repeat 8668/8998 8668/8998 Are you saying that a rotated serial number is necessarily going to be a repeater? My brain is fighting back against that but it's tired and cranky. Maybe in the morning this will make more sense to me and if I am missing something, I will see it.
Thanks for taking the time to clarify what you meant. I understand now. Yes, this bill is slightly more special than just an ordinary flipper/rotator note. I admit to being out of my league on properly answering this, but there is someone who might have some insight. @SteveInTampa
@LaCointessa The true meaning of a Flipper Serial number is that when flipped upside down it still reads as a serial number.. Could be a repeater or backwards but that really does not matter.

Thanks again @paddyman98.... So the 8s would probably disqualify the OP's bill from being a true flipper/rotator since it contains 8s and 8s are not exactly the same when turned upside down.
