With a mintage of 2,648,575,000 you would have to pick that specific die out of about 3000 others. I suppose the mint may have discovered the problem during QC, knew which die it was, documented it, and let those coins enter circulation anyway, but I've never seen mint records go into that level of detail. </p><p><br /></p><p>They would have to be.
