    It could be the lighting but IMO it looks like there are breaks in the steps on the right side. If there are breaks it wouldn't get a full step designation. If you think it's a full step nickel try and take photos in different lighting with less glare.

    Proofs have a stronger sheen than ordinary business strike coinage.

    Also, "BTW" is an abbreviation of "By the way".

    Because it is. The square rims and sharply struck devices.
    64 happens to be one of the worst if not the worst struck nickel in the series. Most didn't even have steps. 6 full steps do not exist on a philly business strike.

    If this is a proof and I haven't bothered to look, I just read the posts,
    it can grade anywhere from PR-01- PR -70.
    Proof is not a grade, it is a special way to make coins, different from the regular process with different planchets and different dies, and different pressure and different strikes. (2 strikes I think, instead of 1.)
    Most Proofs grade in the 60's. Impaired proofs can grade less.
