A close-up of that spot could be telling. Since the rest of the coin shows no dirt or toning and that spot is rust colored, it could be a strike through of a ferrous metal of some sort. Close-up pictures could tell that.

That Franklin has had a rough life. Best case scenario, it's cleaned, ugly, and worth around melt. As to the error, if you're referring to his chin, it's either a really big ding or a strike through of some sort.
