I'm with @Heavymetal. That thing belongs in a museum in a display with other KKK stuff. I would not want it in my home nor safety deposit box. It is similar, IMHO, to the thousands of artifacts I saw in September at the Holocaust Museum in Washington, DC. Fascinating in a sad and gruesome way, but important so that the world never forgets. Ditto. I'll be watching for info and maybe an acquisitions source or two. It will fit in with my swastika coins just fine.
The Florida area where we winter is famous/infamous for its KKK history. A bidding war would erupt for that piece.
I just passed on a nice medal this past weekend. The medal was great and from the Civil War but the ribbon was missing. I did a case of numerous artifacts from Gettysburg that were dug in the 1960's and I also picked up a large chucjnof a bomb. That piece has where the fuse was inserted.
