Other than the blue toning, is there any question you're asking? All I can see is a toned cent. The color a coin tones is usually determined by where and how it was stored.
I also see the Rim over the words IN GOD WE TRUST touching the letters. Just a form a circulation damage. The L in Liberty was pushed slightly over to the I.
