I suspect it might have been face up in an album that sat in a moist environment upside down for MANY YEARS.It probably corroded together with something else and a fair amount of detail was removed trying to separate it and clean it up. This would also account for the color from the old cleaning after separating it from whatever it was corroded to.
Just to be clear, the attribution was for the 1798, not the 1810 and the comment about the 1810 was the one about my suspicion of it sitting in contact with another object giving it an obverse in substantially worse condition than the Reverse. It gets confusing when more than one coin is being commented on. I have to remember to be specific.
