    The bundle of sticks is called a Fasces - from which the term fascist was derived. Not sure if adding the axe changes the name. They are often used as a symbol of union as the bundle is stronger than the combined strength of the individual sticks. I think it started in Roman times.
    Incidentally they found a new purpose in modern warfare - pushing prepared fasces into a ditch or small river was a quick way of providing a crossing point for tanks or vehicles.
