    ...Oh (moderate expletive), @Ryro, I'm hard pressed to even think of one. ...Well, okay, Gallienus, maybe, but other people here could do a Lot more, and probably better with that. (At least as long as they included his patronage of Plotinus. Near as a mid-3rd c. emperor was likely to get to the also, lamentably martial reign of Aurelius. ...Right, the Marcus kind.)

    Honestly, at this point, dare I say it with all the Gallienus apologists out there? We don't know much about him from the historians, which sadly grew silent around this time other than that he left his own dad in the lurch to die an epic death (if believed), ruled for a long time (for the period) aaand the people HATED him!
    LOVE the zoo. But personally don't count him as underrated from the historical record.

    Trebonianus Gallus was underrated. Yes, his short reign was absorbed by war with both the Goths and Persians, and with the devastation caused by plague. Nonetheless, he appears to have been a just and humane ruler who treated Decius’ descendants with unprecedented consideration. His coinage displays a consistent appeal for peace and fairness. He was dealt a bad hand -- a two-front war and a pandemic -- and no ruler could have done a better job, I don't think.
