I cannot tell by this photo but machine doubling can be common at the eye and sometimes the entire profile. But it would not be an error.
It looks like PMD. Look at the scratches/gouges that lead from the lower jaw, through the check. The anomaly in the eye area looks like an extension of that damage. It's difficult to tell from your pics, but the shape of "extra eye" doesn't appear to match the shape of the normal eye and the amount of offset is extremely large. Add to that, there is no other sign of doubling, so it is very unlikely that it's doubled
There is a DDO listing for this year on variety vista which means it could be one seeing as he is asking to have one sent to him for examination. Look it up and compare it to your coin. Need clearer photos for us to tell. Probably send him some good pics and see if Wiles wants to look at it.
