I can say that because I do not remember or read to any coin magazines that the first double denomination was certified by any TPG's (Third Party Grading) earlier than March of 2000. With regards of NGC after I was told by a man with Pony tail hair in Baltimore between this year 1996-1999) I am not sure what year is that I met this man in their Bourse table that they do not certified error coin which is mean to me on that time they do not have any qualified error specialist to grade the coin. That's all.
