This is an ink specialist. Others specialize in Fake cutting and Fake overprint "errors" among other alterations.

This is how you let them have it. Click on the Report item and send this:

Hahah , yea , that's where I saw this and posted the pics here to see if it's real or fake lollll , I also included the link to the listing in my other reply , so he's into doing these stuffs , he also accept no return lolll. Another suspicious thing. How were you able to see his other listings before ?? I tried going back to his 12 months history , but it wouldn't show anything

Authentication is so important, especially on an item you have little experience with
or knowledge on, in the long run better to be safe then sorry !

If you are going to collect error notes, here are a few pieces of advice:

    1. Buying TPGd notes is recommended. Be suspicious of non-TPG errors. Most dealers and legit sellers will send their errors for TPG because of the number of fakes out there.
    2. Learn the printing process to identify fakes.
    3. Learn which "errors" are easy to fake.
    4. Know where to find the serial ranges of sheets and know which series the serial number ranges for sheets are not known.
    5. If buying on Ebay and the note is raw, look at the other items being sold by the seller. Too many raw errors, especially of the same type, is a red flag.
    6. Take Joe Boling's counterfeit detection class at the ANA Summer Seminar.

As far as this seller, or any seller, on eBay saying "No Returns". Don't believe it. I buy and sell on eBay and you can return any item for any reason, I think one of the options you can check is "just don't like it". And...the seller has to send a return label and pay for its cost. That is eBay policy and in that way eBay really can stick it to the seller. Many sellers hate this and to top it off sellers cannot leave negative feedback for any buyer for any reason. That said this policy fosters strong buyer protection. Believe me if the buyer feels that they can get stuck with something and have no recourse the sellers will not get the strong bids needed to make their sales, and the site as a whole, a success. If you are a reputable seller this should not be a major problem. I have a No Questions Asked Return Policy.

The problem with these items is that by the time they can be authenticated too much time will have passed to make returning easy. In this case these errors would be fraud which is criminal and if law enforcement were brought in I guess that would be a different story. Still a time consuming headache.

An albino second printing and a partially obstructed third printing. Not bloody likely, as my grandfather would say. As Number's said, the reason the treasury seal is missing is because there was no way to remove the big "ONE" without removing it too.
BTW - not bleached. Professional electric eraser.
