That was the highest&nbsp; of all shields&nbsp; produced.</p><p>Now since at this time reconstruction&nbsp; post civil war&nbsp; was going on ,coinage was needed&nbsp; to fuel&nbsp; commerce.</p><p>So let&#039;s say each die averaged&nbsp; 11 thousand&nbsp; pieces&nbsp;&nbsp; production. If you divide 28,890,500&nbsp; by 11,000 you would need no less than 2,626 dies to mint that total .</p><p>I think the mint had canceled&nbsp; the die then needed more dies to produce. Then cleaned&nbsp; up the die re polished it and could not polish it so no evidence&nbsp; of the cancellation took place.
