I was told it is at the bank's discretion, even at different branches of the same bank. About 4 years ago I began searching halves on a pretty regular basis. My usual bank branch was good about supplying me until one day I went in and the teller told me I couldn't have any more because they were being kept for their commercial customers. "BS" I thought, so I asked to speak to a manager. The manager wanted me to pay $20 a box. I asked how many rolls I could get a week free of charge. We settled on 25. Contrast that with policy at a branch of the same bank, literally directly across the street from my principal branch. At the same time this was going on, the head teller there would supply me with 2 boxes a week free of charge, and a third branch about 3 miles away was getting me a box per week at no charge. About 4 months ago I stopped searching. I needed a break. Now whenever I go into the bank I'm always asked when I'm going to start up again, followed by offers to order me boxes. Thus far I've said no, but will probably get back to it at the end of the summer. Kind of funny how attitudes eventually changed.
To be "criminal" under the US Constitution an action (or omission) must be specifically forbidden and a penalty must be specified in a statute. Your opinion of what someone "ought" to do is not relevant to the issue of whether it is a crime. Until you quote a statutory provision making it illegal to charge a customer a premium for coins, you won't have established your point. Whether or not a customer is, or is suspected of being, a coin collector is not a "suspect category" like race, religion, age or physical handicap that triggers anti-discrimination laws.
Yup, a few times I've gone in to cash a check at a bank I wasnt a member of. 3 of the tellers I went to didnt charge me the fee for being a non-member.
i have a great relationship w/ my bank as i have always been nice and taken time to talk to the tellers, ect. of course, they actually will sell coins for a local coin dealer who worked there for yrs. interesting arrangement and good for his business! otherwise, they don't care if i sort thru or bring in change. i live in a fairly small town also and have banked there 20 + yrs. i think that helps too.
