Is this a mint error or is it damage after mint? Any help would be appreciated. If it is a mint error

Is it not a strike through mint error?

These 2 coins look nothing like the coin you originally posted. Yours has been damaged by heat. The entire surface has been affected.

The rims have the look of a dryer coin. The rest of the coin looks like it took a thousand hits in a rock tumbler.
