Misaligned die strike with a little bit of collar clash.

Have you checked it for doubled die?? http://varietyvista.com/12 Kennedy Halves/DDOs 1971-D.htm Looks like the E in liberty and RTY looks like it could be doubled but I'm not sure cause there not enough light and it's not close enough. Try to see if you can get any exact matches from the site I listed above.

Try to get a better picture of that area. With light. Make sure camera lense isn't dirty. Play around with the lighting.

Correct on Misaligned Die Strike but not all have a collar clash. They could just have a False Double Rim. Such as the Half in question
