Looks like MD but it's hard to tell from those images. The packaging doesn't help either. Welcome to CT.
It's a zinc cent, these have a lot of problems. I think from the first picture I see split plate doubling.
As mentioned, it's the copper plating splitting off the raised digits from the striking pressure. Not an error, more of an anomaly -
Leave it as is. I always return to my sets, and see if I missed anything, they are little reminders of what is common.
