    Welcome to CoinTalk Cathy!
    Yes that is an error coin. It's called an Off Center Strike.
    Where did you find it?
    Please post a picture of the Reverse side also.

    It's similar to some that I own. Certified.

    I'm trying to post reverse side but I'm having trouble. Phone is saying not enough memory to complete action.

    Then you need to delete old pictures or files that you don't need first.

    Could it be something to do with the phones memory?

    In me experience purchasing Quarter Off Centers over the years...$20-$30 raw and $50-$70 slabbed

    @Curious Cathy
    Hold on Cathy. I am sorry but I think I made a mistake. Looking at the Reverse I have now determined that you have a Misaligned Die Strike on the Obverse. Since the Reverse is not Off Center then it can't be an Off Center Error Quarter :(
    @cpm9ball what do you think?

    If that is the same coin in both photos, your quarter is a misaligned die strike, and not an off center strike, the former being more rare than the latter.

    Edit . . . late in replying . . . same as Paddy said . . .
