These are not produced by the US Mint, but rather other third party companies. As far as it being postmarked 1979, I don't doubt that since the series ended in 1978. Since it is stamped 1979, it is probably commemorating the 10years since the death of Eisenhower in 1969. Also with the coin being from 1971, it could also be celebrating the 10yrs since IKE left office which was in 1961.  More likely to commemorate his death.[/QUOTE]
