As in an amateur seller? Sure. Most of us do not have coin shops or business licenses. 99% of ebayers are people at home that found something sitting around in the bedroom that may be a worth a few bucks.
eBay is a great place to sell coins for amateurs and professionals. Do your homework, search completed listings. and take nice big pictures. Also, 99 cent start auction may not be great for new sellers, try to start listing for the price you expect to get, or use a fixed price listing.

Right. You just send a paper catalog along with every sold item, and that's where you list the weapons of mass destruction. That way, you've already established a relationship with the buyer.

Research what sales taxes YOU will be expected to pay to the government. If you plan to charge the buyer the sales tax you will need state permit(s) to collect taxes. DO YOUR RESEARCH FIRST.
