PCGS is most probably taking a leap of faith that these proof coins are all 69 or 70 and don't bother to give them a good look over. Unless something really bad stands out then they pull it out of line and insert it into their normal 3-grader-process. Even still some of these really bad ones get through with too much frequency, in my opinion.</p><p><br /></p><p>At the end of the day it's become just another big business and the TPG's are looking to keep their big clients happy.
