That wouldnt make a difference to the seller. All you have to do for Global Shipping is get it to Kentucky and then from that point on eBay is 100% responsible for it and the transaction is closed as far as the seller is concerned. You dont even get hit with the fees on the customs and shipping for that program either unlike domestic mail. And yes I have had a Global Shipping package not get to its destination once eBay mailed it and eBay covered 100% of the loss.
My recent experience is that a postal inspector will make a final decision, being located in a secluded/guarded location. A meeting with same is closely akin to a personal meeting with God. An arranged meeting when inspector is available, at the "station"The time period will often exceed the current eBays' automatic 30 day "real time" case cancellation period. I've experienced the afore-mentioned cancellation by eBay before the current time restriction! I believe the sellers past "argument" is correct, but know it is currently. I have recently had automatic time-mandated case closures, when the seller didn't respond "timely".

I'm glad you reminded me, as I receive all of my mail in a PO box, but I have 2 items for different boxes that have been sitting in my home for some time. I will not stand in the long single USPS lanes while the new temporary assigned employees try to complete their efforts. Postal leaders informed us there would be a "slow-down", but we didn't realize the "self-generated" facet. The lone longest employee explained with contempt the efforts of management to limit internal problems by re-assigning station employees to different towns. Seemingly, the "retarded committee design" approach. JMHO
Not a coin but rather a car part. Tracking showed it delivered into my residential mailbox on Wednesday last week. I saw the delivery and immediately went to the mailbox and the part wasn't there. The next day, I met the mail carrier and he had the box with him and he signed for it in my presence as he handed me the box. When asked, he said he did not have it the day before. So, the question is, if the mail carrier or the addressee has to sign for it before it can be acknowledged in the system as "delivered", how did this package show as being delivered the day before it was actually delivered and actually signed into the system as delivered? One explanation is that the "signature" he looked like he was applying to his hand-held was actually a sham and he had performed all his "sign-ins" at a convenient time to him that was unrelated to the actual delivery. We used to call that "radioing your readings". These are the kinds of things, among others, that cause the USPS to suffer a lack of credibility among the population.
Sounds like his office has the carriers signing for everything to prevent the spread of the virus. Your carrier either scanned it delivered yesterday after he was past your box or another carrier had it and scanned it, then noticed the problem. At least you got it today. Yes, the postal service is a mess, for many reasons that I’ll not go into.

I find that true with most insurance. They promise the world when selling and protect little or nothing when you file a claim. It's like snake oil.
That has happened to me from before COVID. The delivery people are judged by code so they just say they did the work. If you are lucky, it eventually makes it to you. If not, it's probably in a dumpster somewhere.
It would make a difference to the seller if the package showed as delivered with tracking, but the KY location claims not to have received it. If Customs fees and international shipping bring the total cost over $750, the seller is screwed if they shipped with only tracking and it shows delivered. eBay will ask for signature proof of delivery.
Doesnt matter. Once USPS shows its delivered its delivered and the seller is off the hook. Once again that's just not true at all for global shipping. The seller cannot even see the shipping and custom chargers and once again does not have fees applied to it either. I have shipped a number of packages through global shipping and it is very different than domestic or shipping internationally yourself. All a seller has to do is have the item delivered to KY and from there on out eBay is responsible for everything physically and financially
