If it is positive that is ok, then you can go to the feedback area for them, and comment letting buyers know that this person 'bids on items then refuses to pay' or "does not know anything about coins", something along this line. If it is negative you can contact eBay again let them know that there is a history of this transaction, that you have been "trying to work with the seller" and "done everything I could". Tell them you want the negative removed because the "buyer did not want to  work with me".
