But eBay does own PayPal, and PayPal's policies can't conflict with eBay's. The other thing to look at too, is when exactly did the OP report this to PayPal, or eBay for that matter? If it was the same time frame after the sale was complete, that he reported a charge back with his credit card company, he's still out of luck.
