I contact one of the bidders and he thanked me. Pictures below in case the auction listings expire. My guess is that he shills them up to a ridicuolus level hoping some sucker will then submit *one more bid* to win it. He doesn't seem to bid up the notes anymore (instead he just lists them at 18 million with a best offer).
