Double Struck Error on New Orleans Token? What Is This?!?! MAJOR Error?

The original diameter looks to be the same as a United States Morgan, Peace, or IKE Silver Dollar. The coin is very thin at sounds like (when dropped) it is composed of Aluminum. I hope that this is enough information for you to determine the origins of this coin and possibly determine a rough estimate of the value of the coin. Like previously mentioned, it is a nearly 50% double strike.
