Engraving a die on a steel cylinder is a specialist endeavor. The TEC website lists two resources, one a designer and one an engraver:

Although in theory, the new 5-axis CNC machines (go watch some youtune videos) should make it possible for more people to create and machine the dies. You would be renting time on a 500K machine to make them, which won't be cheap...
