Does toning/dirty affect grade much?

While the coin you have posted is very worn (what grade?) it is struck in such high relief that while it may actually be graded/sold only as VG/F it has the "meat" left of a much higher grade on a U.S. coin. What I am trying to say is that a U.S. coin at the same grade level of your example would appear much smoother!
