    The graders must've been drunk or stoned.

    Edit: or someone made a fake holder, etc. This is probably more likely. I hope.

    No, it does not. 92-S is one that typically comes well-struck, so, unless this is some kind of die adjustment strike/super weak strike, I would be inclined to guess it's a fake slab and possibly a fake coin. I can't point to anything specific that gives either the slab or the coin away as a fake, however.

    OTOH, I have seen specimens of 92-O that were this weakly struck. I would not have been surprised to see an MS 92-O look like that at all.
