I found this quarter and it the rim, of the picture looked bold so I looked closer and noticed it was grooved the grooves also appear above the date before the water giving it the appearance of a full circle, as to where the other ones the outline of the water is flat above the date.
Disagree. The pic #4 shows circular marks existed before the strike, therefore, planchet error. How? I have no idea. @paddyman98 where are you?

While sitting on the john during a bad case of diarrhea, I pondered your question and after considering the possible causes of the circular lines, I reverse my thought of planchet error in favor of a poor die polishing job. I'm happy you questioned my "shoot from the hip" response. Someone has to keep me focused.

I also see that the scratches are not on the numbers, which is odd. Also look at that close up of the number 2. It looks like the 2 was struck twice and slightly off between the two strikes. Interesting.
My apologies I just got home from a 11 hr shift I had no time to do anything just yet I'll post the full view pics, the 2020 is recessed and I think that may be giving it an odd appearance but I'm not sure. The scratches seem to be grooves but isnt the circumference of them scratches to o large for a coin roller? Also like I mentioned there are similar type markings above the date it almost looks like the bottom of the water line makes a complete circle, when the bottom above the date is suppose to be flat
