It reads 100 Marks but says Notgeld. The date is 1923 DSCN0513.JPG DSCN0509.JPG

I can't find it in Numismaster. Doesn't "Notgeld" mean not money?

Basically it was an official token of the province of Westphalia - they were actually quite attractive tokens but quickly lost all value during the inflationary period.

The word "Notgeld" means "emergency money". (The German noun "Not" and the English noun "need" are related.) Contrary to other notgeld coins, those Westphalian pieces were primarily fundraisers, not actually used as money.
