By the time eBay takes their cut, PayPal takes their cut, -well there isn't much left for the seller, especially if he has to send a $5 coin insured or risk being charged-back by the buyer via PayPal. Long and the short of it, simply isn't economical for a seller to list inexpensive coins on eBay.
