I bought this for a pittance believing that it was a damnatio of Licinius. (We do know Constantine issued a DM for him.) The scratches are only on the obverse and are patinized, indicating that the defacement occurred in antiquity. But we can only speculate; we can never know for sure. But it seems someone didn't like Licinius.
