I sent a 1816/5 bulk handling half in to ANACS without the csrd and it came back MS69. I couldn't see why DC called it a reject, but I was able to pick it up for a lot less because of his slip of paper.
It's not exactly a reject, the dies were already worn, when these were struck. The polished smooth finish of the fields were already worn from the die.
The usual "bulk handled" pieces I see are called that because the image of the busts didn't line up enough to remove the doubling, so they got pulled from the "Brilliant Finish" and put in the "Bulk Handled" category. They are not always "rejects" because they have been mishandled. Some get that designation due to something on the original coin that was missed in the cleaning process.
