Pcgs I think says questionable authenticity or counterfeit not gradeable I think. Only ever got that from them once on a coin that had been cracked from a pcgs details holder. Went to ngc and went vf 20 straight
Here is the one I used to own. The pictures aren't the best, but it gives you an idea of what Anacs considered an MS 64.
A 1797 large cent. Was borderline on the environmental damage detail. This was it in the initial pcgs slab
Because they really just kind of pigeon hole the grades on them in my opinion based on what they are. Their holdering is really more a formality to not have it raw.
Questionable authenticity is their go to for counterfeits. Things they don’t grade it’s something like not gradesble no service.
Only ANACS and ICG will encapsulate these overstrikes. Not sure what PCGS or NGC will say other than return them, perhaps only to state that they do not grade them.

Meh. If PCGS and NGC want to take the perspective that these are "damaged and ungradeable", that's at least consistent -- the coins have been "post-mint damaged" so badly that you often can't determine the original date, mint, or variety.
We had 80 to 90 mile an hour winds yesterday, lost power and internet. Hopefully all will be restored by noon? Until then I am pretty sure that pcgs and ngc don't grade hobo nickels or anything altered. At least they are consistent. I wouldn't say they are being biased.
There does seem to be something suspicious about that coin. Another one that has always looked to good to be true.
