It’s a Crispus votive coin, with vows for 10 years. The style seems similar to issues from Aquileia, but that’s my best guess. I thought by chance someone who has handled 10,000 of these might be able to get me closer to a RIC number and explain why. The coin is in pretty rough shape, hence the difficulty in photographing it.
