Secretaries need great skills for making coffee and typing up the correspondence for the people in charge who do the thinking and make the decisions. "on our debts at issue" was used to distinguish those from the market rates on those same debt instruments LATER in the resale market, which the United States Government does get, or much care about. Only rates "at issue" matter to the government.
