Someone must have been drunk or they picked the wrong label. From PCGS glossary. (Emphasis is mine.)
    MS-64
This is for "Mint State" (the grade) and "64" (the numerical designation of that grade). This grade is also called "Borderline Gem" at times, as well as "Very Choice BU." There will be no more than a couple of significant marks or, possibly, a number of light abrasions. The overall visual impact of the coin will be positive. The strike will range from average to full and the luster breaks will be minimal.

Looks like the same person sent in these as well. Maybe it was a sympathy grade?

CAC should have a brown label for coins that are overgraded

AU50/53 at best. PCGS got it wrong, no doubt....obvious signs of wear on ALL of the high points.

Actually, my guess is the coin has been cleaned. AU details.

Just to clarify my guess... I thought that the TPG's would grade higher than it actually was, plus I know that @carboni7e only buys nice stuff. THAT'S why I said MS60 ;-)

The gist of my previous post is that I'm willing to believe a coin like this could be Mint State. 64 is absolutely out of the question, though; more like 61-62.

Wow! My guess would've been XF45. It's not particularly easy to grade Lincolns (at least it's that way for me). The difference between VF and AU can be really hard to tell sometimes.

If you down load PCGS photo grade, the coin posted is no more than a Xf grade. There's no way I would pay MS money on a coin that looks like that.

I bet the grader was sick of looking at Lincoln cents and just thought "oh another weak strike..." :)
