No, the Licinius I showed has the first legend with AA VV GG, whereas your coin posted earlier has AVGG NN. The Constantine coins with COMITI AA VV GG are RIC 147-149, LMCC 7.02.001-004, all rated R or RR and none were represented at all in the main hoards consulted for these issues by Cloke and Toone. Unfortunately I haven't found an image from the internet in my quick search on my phone, but I can look on my computer for an example tomorrow if it helps.
Those Ostia coins are a bit harder to find than ones from other mints. And Sol holds that globe low in some types, like a bowling ball, as in yours. That is a nice, clear example.
