I recently purchased the following coin from a flea market. The vender in his broken English and my broken Dutch, said to was a Emperor Constantine on the coin. It is not attached to a magnet. Any help you can give on years (value) and if it is Emperor Constantine would be useful. Thank you!

You're about 30 years off the mark. It's a common bronze coin of the emperor Valens who was the Eastern Augustus from 364-378. Victory is on the reverse.

It was probably an honest mistake on the part of your flea market vendor. In this period, Roman coinage was using a generic portrait for all the emperors, and unless you can easily read the legend you can get them confused.

As far as value goes... Very little. Even in much better shape, these don't go for much.
