I have found ICG tough but fair in my experience - I think they undergraded a 1921 as VF25 and assessed it as "Damaged" for some minor rim marks that I attributed to bag wear / circulation. I really appreciate the ICG CoinTalk special ($10 for US Coins, $15 for world coins / medals / tokens) and how easy it is to submit to them. Also, after my 1916 SLQ was graded and I posted bad pictures here, lol, I was able to talk to one of the graders who'd personally assessed it which was very helpful. Like ANACS, NGC and PCGS, they use two or three graders (by my understanding) to assess each coin submitted for grading. I have seen over graded and under graded coins in slabs by all four of the big TPGs - but that's just my opinion of course. I have a couple of NGCs I may submit eventually to PCGS or NGC (cracked out) that I'm pretty sure are undergraded also, including a 1909 Liberty Nickel Proof I posted for Guess the Grade here the other day.

If I was submitting coins to get graded for resale purposes I'd probably use PCGS, because they tend to bring a premium in the marketplace (less so lately), but I'm just a collector, so I feel ICG is terrific - they guarantee authenticity and I respect their grades. I do plan on eventually submitting to ANACS and NGC at least, to try them out and because I want to see how they do with my medieval coins and medals. ICG also seems overly tough on medallions (I have a Pan Pac silver medal they rated an F15 that is probably a VF25-30, it's just not a great strike, which is pretty typical of those) and medieval hammered coins - they really nailed me on a Longshanks silver penny as "damaged" that is IMO just a normal hammered lousy strike. In short, I think ICG is really strong on American coins, including Colonial coppers and 20th century world coins. Here's the 1921 - with the ICG in-shop photos, you can judge for yourself:
