I find it very interesting how different the toning on the two Clevelands appear.

 

The toning is on the sides that faced the cardboard when the holder originally displayed an obverse and a reverse. In this case, the toning is (in my opinion) not distracting and almost attractive. The oooooold Dansco folders (not albums) had red cardboard that toned the back sides and ugly muddy red-brown color.

 

I suspect that they are married contrary to their depiction.........

 

Since you can't tie the packaging to the coin, I'd say the packaging has a separate value.

 

In his book, Encyclopedia of the Commemorative Coins of the United States, Swiatek discusses the values of original mint packaging for many of the issues.
