I am not sure what kind of "state" it was supposed to be. As far as I found - starting with the motto PERGO ET PERAGO - North Borneo was administered as the reserve of a private corporation. Indeed. It's actually a really sad story. I believe Biafra was part of the region which had oil, so there was no way the government was going to let it break away without a fight. The government used siege tactics which starved a lot of the populace. Doctors Without Borders was founded in part in response to this event, to meet humanitarian needs in cases where it may be impossible to get permission from the governing state. My avatar is a Biafra 1 shilling. I didn't know they made a 2 1/2 shilling though. Very interesting coin!
